Minced meat and rice.
One of my favorite dishes at home.
It is nothing more than minced meat, cooked in wine and flavored with onion and a little tomato paste served with parboiled rice.
The variations of this dish in my house are: with rice, with mashed potatoes or with pasta (pipes are the best).

Maybe, from the look, it might remind you of a chili con carne but without the chili (the spicy one) and the beans. Then the process to cook it is very similar.
