The University of Parma has its roots before the year 1000: the imperial decree of 962 (preserved in the episcopal archive), conferred by the emperor Otto I to the bishop of Parma Uberto, sanctioned the institutionalization in Parma of a higher school of law, aimed at training the notarial profession.
